I sent a message asking if this was a dog friendly venue and received a reply which said “Yes we are, we have the whole of our outside area and we have an area in the bar which is also dog friendly :-)
Excellent restaurant chain, supplies food American style!

Hickory's - West Kirby, Village Road, West Kirby, Wirral, UK
There are a few restaurants of Hickories and I have been to both Chester and West Kirby. Dogs are allowed in the covered part of the outside. There are heaters on the walls so is still possible to sit during winter. The place can get very busy on a weekend and space becomes much more limited and I would avoid race days in Chester as it becomes especially busy (unless your dog is used to these situations) Food is very nice, service to the dogs is always good to include water bowls and treats!
